Development of Najran Municipality’s E-Services Portal

I. Introduction
Najran Municipality’s main objective is to provide a range of services to patrons both within and outside the Municipality, including the sub-territories served by it. Najran’s significant agricultural, commercial and administrative advancements in recent years are reflected in its changing demographics. In compliance with the objectives and policies of the Kingdom’s long-term developmental plans, the Municipality is seeking to enhance and extend its economic and developmental improvements to all urban and rural areas it serves.
II. Challenges
The challenges facing Najran Municipality included:
- Developing an integrated e-services platform.
- Developing and making available the premier e-services on the Municipality's portal.
- Putting together a specialized team to manage and follow up the e-services development.
- Integrating the Municipality’s internal and external systems using the available cutting-edge solutions.
- Applying internationally recognized standards and best practices.
III. Solution
Naseej assessed the Municipality’s needs and objectives in order to determine the scope of work required. Specifically, Naseej implemented the following processes to ensure an optimal outcome for Najran Municipality:
- Developed an integrated e-services platform using Microsoft BizTalk Server 2010 Enterprise Edition in the Municipality’s cloud environment.
- Developed, published and provided access to 30 e-services on the Municipality’s external portal:

- Supplied and installed Business Process Management in the Municipality’s cloud environment.
- Developed and published 70 e-services on the Municipality’s internal portal.
- Supplied the logistical equipment for the project.
- Provided professional technical training to the Municipality’s employees.
- Carried out maintenance and technical support for one full year after final delivery.
- Conducted an advertising campaign for the project to introduce the Municipality’s e-services.
